IMPORTANT COURSE INFORMATION FOR BCT-II

UPDATE FROM THE AG'S OFFICE 5/17/2023:
Under the preliminary injunction, various locations that were designated under N.J.S.A. 2C:58-4.6 as places where firearms would be prohibited have now been enjoined, as well as the provisions related to safe transportation. A summary of the enjoined provisions under this part of the statute are as follows:  
 
  • (a)(6) – w/in 100 ft of a public gathering;
  • (a)(9) – only as to zoos;
  • (a)(10) – parks (including N.J.A.C. 7:2‐2.17(b)), beaches, recreation facilities, but not playgrounds;
  • (a)(12) – libraries and museums;
  • (a)(15) – places that serve alcohol (bars/restaurants);
  • (a)(17) – entertainment facilities (theaters/racetracks/concert venues);
  • (a)(18) – casinos, including N.J.A.C. 13:69‐1.13 (*as of this date, all casinos have posted signs prohibiting firearms);
  • (a)(21) – health care facilities and addiction/mental health treatment centers, but only as to ambulatory care and medical offices;
  • (a)(22) – DHS, DCF, and DOH regulated addiction or mental health facilities (non-health care), but only as to ambulatory care and medical offices;
  • (a)(24) – private property, but only as to the “curtilage” of a private home (e.g. driveways/lawns), and not the inside of one’s private home/business w/o express permission; and
  • (b)(1) – vehicle regulations.
 
Judge Bumb also enjoined the liability insurance requirement under N.J.S.A. 2C:58-4.3, and part of the permit to carry application process under N.J.S.A. 2C:58-4 with respect to in-person interviews of the applicant’s references.

​C.2C:58-4.5 Restrictions, public carrying, handgun.
 
6. Requirements and restrictions on the lawful carrying of a handgun in public.
​
Except as permitted pursuant to N.J.S.2C:39-6, in addition to any criminal penalties under subsection b. of N.J.S.2C:39-5, sections 5 and 7 of P.L.2022, c.131 (C.2C:58-4.4 and C.2C:58-4.6), or any other law, it shall be a crime of the fourth degree for any person in a public place:
 
a. to carry a handgun concealed on or about their person, except as permitted in accordance with N.J.S.2C:39-6, without possessing on their person a valid and lawfully issued permit to carry under N.J.S.2C:58-4 and proof of the liability insurance required pursuant to section 4 of P.L.2022, c.131 (C.2C:58-4.3); or
 
b. to carry a handgun openly, whether or not in possession of a valid and lawfully issued permit to carry under N.J.S.2C:58-4 and proof of the liability insurance required pursuant to section 4 of P.L.2022, c.131 (C.2C:58-4.3).


WHO CAN TAKE THE CLASS?

The minimum age to take BCT-II is 21 years old. This course is for those who have already taken BCT-I and passed the NJ Use of Force & Firearms test. 
*As courtesy, all retired Law Enforcement Officers may schedule to take the Qualification Test free of charge!*

WHERE & WHEN

Belvidere Range - Course is 2 to 3hrs depending on class needs (please note there is only a porta bathroom on site)
~ Because it is an outside range, classes may be rescheduled due to weather.

WHAT TO BRING

~ID & FID card 
-Proof of firearm ownership
~ Range bag with Hearing & Eye protection 
~ Bring your firearm "unloaded" ​(per N.J.S.A. 2C:39-6) with the holster you intend to use
​~ 100 rounds of ammo with at least 2 magazines (preferably 3)
​-Can qualify with more than one firearm
~ Clothes you can move in 
~ Water/Light snack​

~ Qualification course is the NJ Standard Retired Law Enforcement Officer test with FBI Q target.
~ 50 rounds - must score at least an 80 % to pass 
​~ If you fail your qualification test, you can come back free of charge on another range date and test again. 

​ADDITIONAL INFORMATION

  • All instructors are law enforcement officers and firearms police instructors in accordance with N.J.S.A 2C:39-6. 
  • We must have a minimum of 4 participants signed up in order to hold a class. If we do not have enough participants, we will reach out to you at least 24 hours prior to your scheduled class.
  • Must provide 24 hours cancellation notice in order to receive a refund.
  • This course will be in accordance with NJ AG Directive No. 2022-07 (see below for copy of directive)

APPLYING FOR PERMIT TO CARRY A HANDGUN 

  • Please see the document titled "Applying for Carry Permit updated 2023." The application & additional documents you'll need when applying are also available below. We recommend that when you put your packet together for your local PD download (1) SP-642 front and back. Updated SP-642 went from 3 to 4 references. Make sure you sign and have it notarized. In addition, have proof of ownership of the firearm the you intend to carry. If you don't have documentation you will need a notarized letter detailing the purchase history of the weapon. Next, have 2 passport photos, fill out form SP-66, Update 7/2023 form S.P.182a, paperwork from BCT 1 / BCT 2 and have a money order in the amount of $50.00 for (NJ) + $150.00 (for the your local PD) or $200.00 (NJSP) payable to; “Treasurer, State of New Jersey”. Then, you should get a case # from your local PD/NJSP and will have to be printed again. Finally, if the NJSP/local PD "Chief" signs off on your packet you are now good to go (see new Directive # 14-22 above 12/28/22). However, if your packet is not approved review the same new Directive # 14-22 for appeal process. Permit good for 2 years and as of now the renewal process will be the same so we recommend you make copies of your packet.

  • Insurance for 300k Liability from new directive kicks in July 2023. At this point it can not be obtained in NJ because of Gov. Murphy Executive order from a few years ago. However, I would think this would be fixed before July 2023. The information on my website is my best understanding/interpretation of the the New Laws/Directives.
